    The city is looking to put some order to the surge in street vendors after the implementation of a state law allowing them.  In Ocean Beach a man and women who gave their names a "Phoenix Flow Dragon" standing at table, and "Classy Flow Dragon" sitting, whose business is called  Soul Family Productions. The couple say Soul Family Store practices holistic wellness and soul styling with gems, jewels and crystals.  Phoenix said about the possible new rules "It shouldn't be to the detriment of the artist but should create value around being allowed be here and  ourselves with our gifts." Also, he said changes would be alright o "As long as the City continues to  all artists and invest in the preservation of the culture of City specifically by transforming story of the starving artist to the thriving artist."
